Desktop settings are blocked in Windows XP, What to do?

Recently what happened to one of my friends computer that he can’t able to change his desktop settings like Display Properties, Screen saver, Screen Resolution or any thing else related to desktop. Every time when he saves a settings and restarts, old settings were automatically gets restored.  He has almost tried everything whatever he can do? So what is reason for such a happening and is there any solution available?

So first to tell you it is something related to the registry which blocks changing the system settings and even if you are able to change any setting once you restart your system it forgets whatever you have changed. So to get rid of it open the notepad and copy the following lines (bold one) and paste it in notepad with an .reg extension

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Program Manager\Restrictions]
“EditLevel”=dword:00000000
“NoClose”=dword:00000000
“NoFileMenu”=dword:00000000
“NoRun”=dword:00000000
“NoSaveSettings”=dword:00000000
“Restrictions”=dword:00000000

And run it by double clicking it now the most probably possibility is your problem may have solved… isn’t it so?
